In Daniel, the word[ruach] used for the four winds also means mind and/or spirit. Wind like a spiritual wind or a mental wind; a power that carries away the chaff of these broken kingdoms. Nebuchadnezzar knew that Daniel had the Spirit of the Lord that gave him the spiritual mind to interpret the dream.
When the king hardened his spiritual mind against God the Lord disciplined him severely. He trusted Daniel with his kingdom because he had the spirit / mind of the most high God. The troubled sea is a type or allegory for all of ungodly humanity. Daniel is describing all of human history as these four principles; Political, Social, Economic and Religious swirl through ungodly humanity.
Dan 7:1-3 KJV
(1) In the first year of Belshazzar king of Babylon Daniel had a dream and visions of his head upon his bed: then he wrote the dream, and told the sum of the matters.
(2) Daniel spake and said, I saw in my vision by night, and, behold, the four winds[ruach] of the heaven strove upon the great sea.

The queen recommended Daniel because God gave him the Spirit and Mind to get the interpretation.

(18) O thou king, the Most High God gave Nebuchadnezzar thy father the kingdom, and greatness, and glory, and majesty:
(19) and because of the greatness that he gave him, all the peoples, nations, and languages trembled and feared before him: whom he would he slew, and whom he would he kept alive; and whom he would he raised up, and whom he would he put down.
(20) But when his heart was lifted up, and his mind [ruach] hardened in pride, he was deposed from his kingly throne, and they took his glory from him:
(21) and he was driven from the sons of men; and his heart was made like the beasts, and his dwelling was with the wild asses; he was fed with grass like oxen, and his body was wet with the dew of heaven: until he knew that the Most High God ruleth in the kingdom of men, and that he setteth up over it whomsoever he will.
